Job Description
Purpose of the Role
Reports to Director – Planning & General Affairs Department, this role has overall responsibility in General Affairs Team including Facilities, Security, Mailroom, Contract management and Administration for the efficient and quality service delivery to the Bank’s Business
Job Responsibilities:
Facilities & M&E Operations
Lead the team to execute Facilities Management (FM) strategies across M&E systems, office equipment, AV, security officers, and transversal services.
Plan, execute, and manage all M&E works, including the implementation of an effective preventive maintenance programme.
Manage and maintain the Bank’s offices and official residence, ensuring a safe, secure, and well‑operated environment.
Projects, Renovations & Space Planning
Support office renovation projects and department restacking, including coordination of construction works, furniture systems, cabling, and office telephony.
Ensure floor plans and space allocation records are updated in accordance with the Bank’s standards.
Workplace & User Support
Attend to users’ requests and issues relating to AV equipment, Mobile phones, and other facilities-related services.
Manage warehouse storage, record‑keeping, and archival of documents.
Transport, Assets & Inventory
Supervise outsourced drivers, manage the Bank’s vehicle fleet, and review daily logs, petrol usage, rostering, and reporting.
Lead the annual physical asset inventory reconciliation, including official residence assets (excluding IT equipment).
Security, Safety & Emergency Response
Serve as the department’s representative in the Bank’s Emergency Response Team (ERT) and manage crisis‑response activities.
Support annual fire evacuation drills and building‑wide emergency preparedness exercises.
Manage and monitor annual electrical licence renewals and other statutory authority licences.
Oversee the annual building electrical power maintenance exercise.
Standby Duties
Participate in 24/7 rotational standby duties for M&E alarms, security alerts, and facilities‑related incidents.
FM Procurement, Mailroom, Contract Management & Administrative Services
Manage procurement activities for FM, mailroom, Contract management and administrative functions.
Maintain, track, and monitor FM service agreements to ensure compliance with contractual obligations, service quality, and maintenance schedules.
Liaise with building management on lease, tenancy, and building maintenance matters.
Other Duties
Perform any other ad‑hoc tasks or project assignments as directed by the Head of Department or VP.
Other responsibilities
Leadership
Assist the team lead in managing daily BAU operations across the General Affairs Team and provide guidance in handling service requests, issues, and escalations.
Support the development of a high‑performing General Affairs Team through coaching, operational oversight, and process adherence.
Financial Management
Review FM service contracts and propose strategies for cost savings and cost avoidance.
Support planning and preparation of the annual FM budget, ensuring financial stewardship and effective cost control.
Job Requirements:
Bachelor’s degree in Facilities Management, Security Management, Business Administration, or a related discipline.
Minimum 8 years of facilities management experience, with a supervisory or managerial capacity
Candidates with procurement /mail room operation/ contract management and administrative functions experience will be an advantage
Strong knowledge of Singapore building regulations, workplace safety standards, M&E experience, and physical security protocol will be an advantage.
Proven experience managing multi-site operations, outsourced vendors and service delivery teams.
Ability to lead teams, manage multiple priorities, and operate effectively in a fast-paced, compliance driven environment.
Candidate must be prepared to work on weekends (when required) to supervise any FM maintenance works and/or office renovation/restack/power-shutdown
Strong project management and organizational skills will be required for this position.
Excellent oral and written communication and interpersonal skills with the ability to interact with all levels of staff and senior management
Independent, result oriented and able to adapt to a fast and evolving environment
Some accounting background will be beneficial for cost allocation preparation.
