Job Description
Role Overview
Our client is seeking a "Department Head" to take full leadership of its piling and foundation division, overseeing commercial tendering, project execution, and machinery readiness.
This role will manage a team comprising Projects, Tender & Contract team, and the Factory/Machinery Manager responsible for workshop, heavy equipment, and logistics.
You will be accountable for ensuring projects are won competitively, executed safely and profitably, and supported by a well-run plant and equipment operation.
This is a strategic and hands-on leadership position requiring both technical expertise in piling/geotechnical works and proven capability in leading multi-functional teams.
Project & Operations Oversight
- Manage multiple ongoing projects across Singapore or the region.
- Ensure effective resource planning, sequencing, and problem-solving for project challenges, ground conditions, or equipment issues.
Tendering & Pre-Contract
- Oversee the bid and tendering process, working with in-house contract/tender teams to evaluate project viability and develop competitive proposals.
- Review commercial terms, pricing strategies, and risk profiles to secure profitable projects.
- Lead tender review meetings and coordinate with internal stakeholders on bid/no-bid decisions.
Machinery & Factory Oversight
- Supervise the Factory/Machinery Manager and workshop operations, ensuring all piling rigs, hydraulic tools, and support equipment are maintained, mobilised, and fit for use.
- Champion preventive maintenance, cost control, and downtime reduction for all plant and equipment.
- Oversee asset planning for future projects, including procurement or upgrade recommendations.
Leadership & Strategy
- Report directly to senior leadership and contribute to business planning, project pipeline reviews, and growth strategy.
- Drive performance culture across teams, setting KPIs, mentoring managers, and improving inter-department coordination.
Candidate Profile
- Degree in Civil Engineering, Construction Management, or equivalent
- At least 6 years of experience in the piling, geotechnical, or foundation construction sector.
- Strong understanding of piling methods
- Experience managing both project delivery and pre-contract/tender teams
- Familiarity with machinery fleet operations, workshop practices, and logistics planning
- Commercially astute, with ability to assess risk, cost, and feasibility of complex groundworks
