About the Role
We are seeking an experienced Senior Tender Executive to lead tender preparation, pricing, and commercial evaluation for railway power projects. In this role, you will manage end-to-end tender submissions, perform cost analysis and pricing strategy, and review supplier and subcontractor quotations to ensure accuracy and competitiveness. You will work closely with internal engineering, procurement, and project teams to develop commercially sound proposals, as well as support tender clarifications and negotiations. This position is ideal for a self-driven professional with strong tendering expertise and familiarity with railway power systems and related E&M works.
Key Responsibilities
- Lead and manage the preparation and submission of tenders, bids, and proposals for metro / railway power projects, in accordance with client, authority, and project requirements.
- Perform detailed cost estimation, pricing analysis, and budgeting for tenders involving railway power and electrical systems, including substations, power distribution, and associated E&M works.
- Review, analyse, and validate quotations from suppliers, subcontractors, and vendors to ensure accuracy, completeness, and commercial competitiveness.
- Coordinate closely with engineering, procurement, finance, and project teams to obtain technical inputs, cost data, and commercial assumptions for tender submissions.
- Review tender documents, drawings, specifications, and contractual requirements to identify risks, clarifications, exclusions, and cost implications.
- Prepare tender summaries, cost breakdowns, comparison tables, and commercial justifications for management review and approval.
- Participate in tender clarifications, negotiations, and value engineering exercises with clients, consultants, and subcontractors.
- Maintain proper tender records, cost databases, pricing benchmarks, and historical tender data for future reference.
- Support post-tender activities, including contract award follow-ups and handover to project teams.
Requirements
- Degree in a relevant discipline (e.g. Business, Engineering, Quantity Surveying, or Construction Management).
- Minimum 5–8 years of relevant experience in tendering, costing, or commercial roles, preferably in metro / railway or infrastructure projects.
- Familiarity with metro / railway power systems and related E&M works for the purpose of tender pricing and quotation evaluation.
- Strong experience in cost estimation, tender pricing, and quotation review.
- Good understanding of tender procedures, contractual terms, and commercial risk assessment.
- Able to work independently and manage multiple tenders under tight timelines.
- Strong analytical, coordination, and communication skills.
- Proficient in Microsoft Excel and tender documentation tools.
Additional Information
- Experience in Singapore metro or railway projects will be an advantage.
- This is a senior individual contributor role with exposure to major infrastructure and railway power projects.
