Lead the design, implementation, and operation of security frameworks for high-risk, Protected Place (PP) laboratory facilities in Singapore. The role is accountable for end-to-end PP application, regulatory compliance, security operations, audits, and incident response, in accordance with the Protected Areas and Protected Places Act (Cap. 256), BATA, and related regulations.

Key Responsibilities

• Lead end-to-end Protected Place (PP) application, approval, and ongoing compliance with SPF (CPS), including Security-by-Design documentation and SS 668 alignment.
• Design and implement integrated physical security and biosecurity frameworks for laboratory environments, including zoning, access control, and CPTED principles.
• Establish and enforce staff and visitor access management, monitoring, and training within PP zones.
• Act as primary liaison for security, biosafety, and emergency audits with SPF, MOH, SCDF, and other authorities.
• Develop and lead incident response and crisis management plans; serve as Incident Commander during security or safety events.
• Oversee security technologies (ACS, VSS, IDS, GSOC platforms) to ensure PP compliance and real-time monitoring.
• Lead security teams and vendors, and manage security budgets with a focus on compliance, resilience, and cost efficiency.
