Job Description

The Opportunity

A global owner-operator of mission-critical infrastructure is seeking a Regional Procurement Manager to lead OPEX and MRO procurement across its Asia Pacific operations.

This role plays a critical part in ensuring operational reliability, cost efficiency, and supply continuity across a portfolio of highly resilient facilities. You will partner closely with Operations, Engineering, Finance, Legal, ESG, and HSSE stakeholders to manage suppliers, service contracts, and operational spend across multiple countries.

Regional OPEX & MRO Procurement

  • Own and manage APAC-wide OPEX and MRO procurement categories supporting mission-critical operations

  • Develop and execute category strategies focused on cost optimisation, performance improvement, and risk mitigation

  • Drive supplier rationalisation, standardisation, and framework agreements where appropriate

Strategic Sourcing & Tender Management

  • Lead end-to-end RFx activities, including scope definition, sourcing strategy, commercial evaluation, negotiation, and award recommendations

  • Partner with technical stakeholders to ensure scopes of work are clearly defined, commercially robust, and operationally fit-for-purpose

  • Ensure sourcing activities align with internal governance, approval thresholds, and procurement policies

Contract & Supplier Management

  • Manage service contracts, MSAs, SLAs, and pricing agreements for operational suppliers

  • Lead contract renewals, renegotiations, and supplier performance reviews

  • Establish supplier KPIs covering cost, quality, responsiveness, safety, and compliance

  • Support supplier risk management, including business continuity and critical supplier dependency

Cost Management & Value Delivery

  • Deliver measurable cost savings and cost avoidance through strategic sourcing and demand management

  • Track, validate, and report savings in line with internal governance frameworks

  • Support budgeting, forecasting, and transparency of regional OPEX spend

Stakeholder Partnership

  • Act as a trusted procurement partner to Operations and Engineering teams across APAC

  • Provide commercial and procurement guidance to support operational initiatives and projects

  • Collaborate closely with Finance on budget control, accruals, and financial compliance

Governance, Compliance & ESG

  • Ensure procurement activities comply with internal policies and applicable local regulations

  • Support supplier audits, ethical sourcing, and ESG initiatives

  • Maintain accurate documentation, audit trails, and procurement records

Candidate Profile

  • Bachelor’s degree in Supply Chain, Engineering, Business, or related discipline

  • 8+ years of procurement experience, with strong exposure to OPEX and MRO categories

  • Experience supporting mission-critical facilities, infrastructure, industrial, or asset-intensive environments

  • Proven track record managing regional suppliers and contracts across multiple APAC markets

  • Strong knowledge of RFx processes, contract negotiation, and supplier performance management

  • Comfortable working with technical stakeholders and interpreting engineering requirements

Preferred Experience

  • Exposure to critical electrical, mechanical, or facilities maintenance categories

  • Experience supporting highly regulated or uptime-critical environments

  • Professional certifications (e.g. CIPS, CPSM, PMP) are advantageous
