Job Description
This pivotal role seeks a versatile professional to partner with internal and external stakeholders to deliver projects / products to achieve a common goal of shaping digital experiences through technology by bridging finance technology innovation and robust business operations; and driving operational excellence.
Key Responsibilities
As a Business Analyst, you will work as a key project team member to support the ministry and collaborate with stakeholders, fellow project managers, solution architects, technical services consultants and vendors to deliver and maintain digital solutions. You are a pro-active, self-motivated and resourceful team member with good tech/digital knowledge and possess strong influencing and people handling skills. You are also adept at balancing multiple projects concurrently while constantly looking for new ways to apply digital technologies to meet identified organisation's business user needs.
What will you be working on
• Partner with the key business stakeholders to elicit business and organisation's needs through human-centric and visual methods.
• Apply design thinking / service design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions.
• Evaluate and recommend suitable technology while aligning with organisation's technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG tech stack)
• Work with fellow teams to develop user stories, functional/technical specifications and acceptance criteria.
• Ensure system / product readiness for smooth deployment, adoption and operations.
• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (operations management).
• Assist the team to identify new opportunities and problems to solve for the agency’s digital transformation.
• Build deep knowledge of organisation's business and operations and identify opportunities to support the transformation of organisation's business / operation.
What we are looking for
• Minimum 5-7 years in technical business analysis roles.
• Strong knowledge of software development lifecycle and DevOps practices, preferably with experience in Government on Commercial Cloud (GCC) environment.
• Code Review & Quality Assurance: Proficiency in reviewing vendor-delivered code across multiple programming languages with focus on security, performance, and maintainability standards.
• Proficiency in code review tools (GitHub, GitLab, Bitbucket) and quality gates.
• System Log Analysis: Expertise in analysing application logs, system performance metrics, and troubleshooting technical issues using log management tools.
• Experience with monitoring tools (Splunk or similar) for log analysis.
• Business Analysis with Technical Depth Technical Requirements Translation: Ability to bridge business requirements with technical implementation.
• Vendor Management & Technical Oversight: Experience in evaluating technical deliverables, conducting code walkthroughs, and enforcing development standards.
• System Integration Analysis: Understanding of API integrations, data flows, and system architecture to support system implementations.
• Experience in using AI and automation tools to automate repetitive tasks and processes.
• Other skills: Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams.
• Strong analytical, conceptualisation, facilitation and problem-solving skills, with application in Discovery sessions and prototyping.
• Good stakeholder engagement and communication skills with ability to influence and pitch ideas.
