Engagement Portfolio Lead – Public Sector Technology

This is a senior leadership role for someone who thrives at the intersection of delivery, strategy, and client partnership. You will take ownership of a portfolio of large-scale technology programs for a key government account in Singapore whilst driving performance, growing the relationship, and leading a team of experienced delivery professionals.

Your Responsibilities

You will be the primary delivery authority for the account, accountable for commitments across timeline, quality, budget, and client satisfaction. Day-to-day, this means overseeing complex, multi-service line implementations from estimation to go-live, making critical decisions on solutioning and resourcing, and keeping senior stakeholders informed and confident.

Beyond delivery, you will actively shape the commercial health of the account — managing P&L, tracking margins, identifying opportunities for growth, and leading change request negotiations. You will work closely with presales teams on tenders and budget submissions, bringing your delivery credibility to competitive bids.

People leadership is central to this role. You will manage a team of Project Managers, Solution Architects, and Technical Leads, taking ownership of their performance, development, and wellbeing. Building a motivated, high-retention delivery organisation is as important as hitting project milestones.

What We're Looking For

• 10 to 15 years managing large, complex technology delivery programs across the full SDLC.
• At least 5 years of recent, hands-on experience in the Singapore public sector with solid working knowledge of government contracting norms and digital platforms
• Deep familiarity with Agile methodologies (Scrum, SAFe) in enterprise settings
• Strong grounding in Digital Transformation across Data, Digital Engineering, and Cloud
• Commercially sharp and experienced in P&L ownership, margin management, and driving account growth
• A natural communicator and influencer, comfortable engaging C-suite and senior government stakeholders
• Degree in an IT-related field; relevant professional certifications an advantage
