Our client is a top-tier A1 civil infrastructure main contractor with a strong track record in the delivery of MRT stations, underground works, and large-scale public infrastructure projects in Singapore. The organisation is well regarded within the industry for its disciplined commercial management, technical capability, and consistent project delivery performance.

They are seeking an experienced Contracts Manager to take ownership of contractual, commercial, and cost management matters on a major underground rail infrastructure project.

Key Responsibilities

• Provide overall leadership of the commercial and contracts function for a large-scale civil infrastructure project.
• Guide and manage the site commercial / quantity surveying team, setting clear objectives and ensuring performance targets are met.
• Establish, implement, and maintain robust systems for contract administration, cost control, reporting, and commercial governance.
• Manage project costs, budgets, cash flow, and financial performance, ensuring commercial objectives are achieved.
• Review and analyse project financial data, including cost allocation, forecasting, and commercial risk exposure.
• Lead the management of variations, claims, extensions of time, and final accounts in accordance with contract requirements.
• Handle contractual correspondence and negotiations with clients, consultants, and subcontractors.
• Identify, evaluate, and mitigate contractual and commercial risks throughout the project lifecycle.
• Support dispute avoidance and resolution through proactive commercial management and substantiated positions.
• Work closely with the Project Manager and senior management to provide commercial advice and strategic input.

Requirements

• Degree in Quantity Surveying, Construction Management, Civil Engineering, or related discipline.
• Minimum 10 years of relevant experience in civil or infrastructure projects, with: prior experience as a Contracts Manager or Senior Commercial role or Strong exposure to MRT, rail, underground, or major infrastructure works.
• Sound knowledge of Singapore construction contracts (e.g. PSSCOC or equivalent) and industry practices.
• Proven ability to manage high-value contracts, claims, and commercial negotiations.
• Strong commercial acumen with a structured approach to cost and risk management.
• Effective stakeholder management and communication skills.
• Candidates with prior LTA project experience will be highly regarded.
