KEY DUTIES & RESPONSIBILITIES

Contractual and Engineering Review:

• Review contractual documentation to ensure compliance with project requirements.
• Analyze engineering documents to confirm that commissioning and startup requirements are integrated into the design.

Execution Planning:

• Develop and maintain up-to-date pre-commissioning and commissioning execution plans, including schedules and mobilization of personnel and equipment.
• Supervise the preparation of pre-commissioning and commissioning procedures to ensure thoroughness and accuracy.

Performance Testing:

• Oversee the preparation of performance test procedures, ensuring they align with project specifications and industry standards.

Scope Definition and Management:

• Assist the subcontract group in defining the scope of work for contractors, ensuring clarity and completeness.
• Manage the execution of pre-commissioning, commissioning, and startup activities, ensuring they are completed on time and within budget.

Reporting and Coordination:

• Prepare commissioning progress reports for project management and the commissioning department, highlighting key milestones and any issues encountered.
• Coordinate the involvement of vendor representatives, ensuring their support aligns with project needs.

Standardize Commissioning Procedures:

• Develop, implement, and continuously improve standardized commissioning procedures to ensure consistency and high-quality delivery across all projects.

Progress Tracking & KPI Management:

• Monitor commissioning progress and key performance indicators (KPIs) through centralized dashboards, providing clear visibility to stakeholders and enabling data-driven decisions.

Technical Leadership:

• Lead technical reviews, troubleshooting efforts, and risk assessments throughout the commissioning phases, ensuring issues are proactively identified and resolved.

Client Coordination:

• Manage client-facing activities during testing, commissioning, and handover, ensuring clear communication, alignment on expectations, and client satisfaction.

Mentoring & Team Development:

• Guide and mentor junior team members, fostering their technical growth and supporting their career development.

Site Readiness Audits:

• Conduct thorough audits of site readiness prior to the commencement of commissioning, ensuring all pre-requisites and safety standards are met.

Digital Tool Implementation:

• Champion the adoption of digital solutions to enhance commissioning efficiency, reporting accuracy, and documentation control.

Safety Compliance:

• Ensure full compliance with safety standards and protocols during live system testing and all commissioning activities.

Interdepartmental Coordination:

• Facilitate scope demarcation and interface discussions between various departments (e.g., engineering, projects, cost control and tender) to prevent scope gaps or overlaps and ensure smooth handovers.

JOB REQUIREMENTS

• Diploma or Bachelor's Degree in Electrical or Mechanical Engineering.
• Min of 8 years of experience in construction management, with a focus on data centers or similar facilities.
• Strong understanding of engineering principles, commissioning processes, and performance testing methodologies.
• Familiarity with relevant industry standards and regulations.
• Exceptional communication skills, both verbal and written, with the ability to collaborate effectively with diverse teams and stakeholders.
• Strong analytical and problem-solving abilities.
• Willing to be stationed in Malaysia for 18 months, with monthly return trips to Singapore.
