Job Summary
We are seeking a Senior HSEQ Advisor to provide independent oversight, assurance, and advisory support across facility operations, marine activities, vessel operations, and project worksites. The role will be responsible for ensuring compliance with Singapore regulatory requirements, ISO management systems, company standards, and client HSEQ requirements.
The successful candidate will work closely with the HSEQ Director – APAC, Singapore management, project teams, vessel teams, contractors, and internal stakeholders to drive safe operations, support project execution, promote continuous improvement, and strengthen the company’s HSEQ culture.
Key Responsibilities
HSEQ Operations and Compliance
- Provide operational HSEQ support for Singapore facilities, projects, worksites, marine operations, and vessel activities.
- Ensure compliance with applicable Singapore legislation, including MOM, MPA, NEA and other relevant regulatory requirements.
- Support the continual development and improvement of the company’s HSEQ management system.
- Report HSEQ performance, improvement opportunities, urgent matters, deficiencies, or potential legislative breaches to the HSEQ Director – APAC.
- Promote company HSEQ values, safety culture, and behavioural safety programmes across departments, projects, and client-facing activities.
Facility, Vessel and Project HSEQ Oversight
- Lead and manage HSEQ compliance for Singapore facilities.
- Conduct routine inspections, audits, site visits, compliance reviews, and vessel-based assurance activities.
- Act as the focal point for regulatory interface and internal/external audits.
- Provide HSEQ assurance for vessel and contractor operations when vessels are in port.
- Support safe execution of marine operations, offshore activities, port-based activities, and project works.
ISO Systems and Assurance
- Maintain and support continuous improvement of ISO management systems, including ISO 45001, ISO 14001, and ISO 9001 where applicable.
- Lead or support audit planning, execution, corrective action tracking, and preventive action follow-up.
- Ensure HSEQ documentation, audit evidence, and compliance records are maintained and inspection-ready.
Project HSEQ Support
- Develop, review, and support project HSEQ documentation, including risk assessments, HSEQ plans, bridging documents, TRA, HAZID, S1RA and S2RA.
- Participate in project kick-off meetings, risk workshops, review meetings, and project execution planning.
- Advise project teams on HSEQ requirements, risk controls, compliance obligations, and safe work practices.
- Identify and mitigate operational risks in dynamic marine, offshore, and project environments.
- Intervene where unsafe acts, unsafe conditions, or non-compliances are identified.
Incident Management and Continuous Improvement
- Lead or support incident investigations, including root cause analysis.
- Support the implementation and close-out of corrective and preventive actions.
- Track HSEQ trends, identify improvement opportunities, and support continuous improvement initiatives.
- Promote proactive reporting of hazards, near misses, incidents, and unsafe conditions.
Job Requirements
- Bachelor’s degree or equivalent experience in Occupational Health and Safety, Environmental Science, or a related discipline.
- Minimum 8 years of HSEQ experience, preferably within the offshore oil and gas, marine, subsea, or related industry.
- Experience with Dive Support Vessel operations will be advantageous.
- Strong knowledge of workplace safety regulations, environmental requirements, industry standards, and best practices applicable to offshore and marine operations.
- Good understanding of risk assessment methodologies and experience conducting risk assessments.
- Familiarity with incident investigation and root cause analysis methodologies such as TapRoot® or ICAM.
- Experience in coaching, training, influencing, and delivering safety programmes to diverse operational teams.
- Strong communication and interpersonal skills, with the ability to engage management, supervisors, contractors, offshore personnel, and project teams effectively.
- Proactive, independent, and hands-on approach to safety, with strong problem-solving and decision-making abilities.
- Fluent in written and spoken English.
- Proficient in Microsoft Office applications, including Teams, SharePoint, PowerPoint, Word, Excel, and Outlook.
- Excellent planning, organisation, coordination, and team-building skills.
- Offshore survival, first aid, WSH, or other relevant HSEQ certifications will be advantageous.
Preferred Candidate Profile
The ideal candidate is a mature and experienced HSEQ professional who is confident working across both office and operational environments. The candidate should be able to provide practical HSEQ advice, influence safe behaviours, support project execution, manage compliance requirements, and work collaboratively with internal and external stakeholders.
Experience in offshore, marine, subsea, vessel-based, or project-driven environments will be highly valued.
