Job Description
Role Overview
We are looking for a Senior Scrum Master with proven experience delivering large, complex, and pressure government IT systems. This role requires more than textbook Scrum knowledge, the successful candidate must be able to drive delivery, manage strong personalities and difficult stakeholders, and operate effectively within strict governance, audit, and compliance environments.
The Scrum Master is expected to own Agile execution, enforce discipline, and keep teams delivering under tight timelines and evolving requirements.
Key Responsibilities
Agile Leadership & Execution
- Lead and enforce Scrum practices across one or more delivery teams.
- Facilitate and actively drive all Scrum ceremonies; not a passive coordinator role.
- Coach teams and stakeholders on Agile principles while balancing government SDLC and controls.
- Identify, challenge, and correct anti-patterns, poor Agile practices, and delivery inefficiencies.
Delivery Ownership
- Proactively remove impediments that threaten sprint and release commitments.
- Hold teams accountable for sprint goals, delivery quality, and timelines.
- Drive backlog readiness, estimation discipline, and sprint predictability.
- Support release planning, integration milestones, SIT/UAT readiness, and cutover activities.
Stakeholder & Governance Management
- Manage and engage difficult, demanding, and senior stakeholders effectively.
- Act as a strong interface between Agile teams, Project Managers, vendors, and government officers.
- Navigate conflicting priorities and drive alignment across multiple teams.
- Ensure Agile delivery aligns with government governance, audit, and reporting requirements.
Risk, Issue & Performance Management
- Identify delivery risks early and escalate decisively with clear mitigation plans.
- Track and report team performance, velocity trends, dependencies, and risks.
- Drive continuous improvement with measurable outcomes, not theoretical discussions.
Mandatory Experience & Skills
Core Requirements (Strict)
- Singapore Citizen
- Minimum 8–12 years of overall IT delivery experience
- Minimum 3+ years as a Scrum Master in large-scale Agile projects
- Proven experience managing multiple teams or complex system integrations
- Strong understanding of Agile, Scrum, and traditional SDLC (Waterfall / Hybrid)
- Demonstrated ability to operate in pressure, deadline-driven environments
- Excellent communication skills with the ability to challenge stakeholders when required
Must-Have Experience
- Experience in Singapore Government / Public Sector IT projects
- Experience in mission-critical or 24/7 systems
- Experience working with system integrators and multiple vendors
- Hands-on experience with Agile tools (Jira, Confluence, Azure DevOps, or equivalent)
Work Environment & Expectations
- Willing to work overtime, including after-hours or weekends, when required due to project demands
- Able to work effectively with difficult stakeholders and strong personalities
- Able to adapt quickly to changing priorities, scope, and governance requirements
- Comfortable working under intense pressure and tight timelines
- Resilient, decisive, and delivery-focused mindset
Certifications (Strong Advantage)
- Certified ScrumMaster (CSM), PSM II / PSM III SAFe,Agile Coach, or equivalent certifications are an advantage
