Project Delivery Manager – Mission-Critical Aviation & Defence Systems

Position Overview

Premier, multi-billion dollar international technology powerhouse specializing in cutting-edge electronic systems, secure communications, and high-availability infrastructure for business, government, and defense is seeking a highly disciplined Project Delivery Manager to take full accountability for the Technology Systems portfolio, with a primary mandate on Air Traffic Control (ATC) and Secure Communication infrastructure projects within the Singapore defense market. This role requires a combination of engineering intelligence and rigid project controls to execute complex, turn-key system integrations seamlessly.

Core Technology & Domain Focus

The incumbent will navigate high-value, mission-critical systems engineering projects covering the following critical segments:

• Air Traffic Control (ATC): Deploying and managing advanced ground-to-air communication platforms and voice communication architectures for civil and military aviation.

• Secure Communications & Tactical Datalinks: Implementing robust, encrypted radio frequency (RF) networks, secure transceivers, and communications infrastructure for military and naval forces.

• Electronic Warfare & Radar Infrastructure: Coordinating systems designed for signals intelligence (SIGINT), threat monitoring, and airspace surveillance.

Key Tasks & Responsibilities

• Full Lifecycle Programme Ownership: Lead and execute the complete lifecycle of highly complex, turn-key aerospace and defence engineering projects, maintaining rigid controls over scope, budgets, and milestones.

• Project Controls Management: Oversee all critical project parameters including cost control, earned value management, schedule tracking, strict quality assurance, and predictive risk assessments.

• Single Point of Contact (SPOC): Act as the primary technical and operational liaison for domestic statutory boards, defense authorities, partners, and Tier-1 sub-contractors.

• Commercial & Governance Supervision: Manage contractual obligations, supervise procurement parameters, and handle commercial risks in strict alignment with internal corporate governance and local compliance protocols.

• Tender & Sales Collaboration: Partner directly with business development and technical sales teams to assist in contract preparation, technical proposals, and local tender management.

• Interdisciplinary Synergy: Coordinate closely with cross-functional matrix teams, including hardware/software R&D, operations, field technicians, and systems engineering specialists.

Must-Haves & Technical Qualifications

• Academic Foundation: Bachelor’s degree in Electrical & Electronics Engineering, Communications Engineering, Computer Engineering, or a highly related technical discipline.

• Industry Experience: A minimum of 8 years of specialized project management experience directly leading complex projects in Air Traffic Control (ATC), Naval communication, or Electronic Defence systems.

• Project Management Certification: Active Project Management Professional (PMP) or PMI certification is mandatory.

• Technical Fluency: Deep, proven competency in systems engineering models, wave physics, radio frequency (RF) hardware integration, and high-availability communications technology.

• Commercial Acumen: Demonstrated negotiation skills with a clear ability to bridge deep technical design requirements with broader business objectives.

• Market Alignment: Must be fully comfortable focusing exclusively on domestic turnkey projects and navigating the localized defense aviation ecosystem.
