Job Description

Recruitment Management

  • Manage and lead the in-house recruitment team, providing guidance, coaching, and performance monitoring

  • Oversee end-to-end recruitment processes from manpower planning, sourcing, screening, interviewing, to offer management and onboarding

  • Handle recruitment for both white-collar and blue-collar positions across all levels

Stakeholder & Hiring Support

  • Work closely with hiring managers to understand manpower needs, job requirements, and timelines

  • Advise hiring managers on recruitment strategies, market trends, and talent availability

  • Ensure a positive candidate experience throughout the recruitment journey

Budget & Cost Management

  • Plan and manage recruitment budgets, including job advertising, agency fees, and recruitment tools

  • Monitor cost-per-hire and recruitment effectiveness

  • Prepare position costings and ensure hiring activities remain within approved budgets

Process Improvement & Compliance

  • Develop, review, and improve recruitment policies, processes, and SOPs

  • Ensure recruitment activities comply with company policies and relevant labor regulations

  • Maintain accurate recruitment records and reports

Reporting & Analysis

  • Prepare regular recruitment reports (hiring progress, budget utilization, manpower status)

  • Analyze recruitment metrics to improve efficiency and effectiveness

Requirements

  • Minimum 5 years of recruitment experience, including team management exposure

  • Proven experience handling both white-collar and blue-collar recruitment

  • Degree holder in Human Resources, Business Administration, or a related field

  • Strong knowledge of end-to-end recruitment processes

  • Experience in recruitment budgeting and cost control

  • Good leadership, communication, and stakeholder management skills

  • Ability to work in a fast-paced environment and manage multiple priorities
