Job Description:

  • Manage HSE programs and management systems to meet regulatory HSE requirements of ongoing Green Field Project and eventually chemical manufacturing plant.
  • Lead he HSE team and manage all permits, licenses, deviations related to the projects and Manufacturing Site as per Singapore Regulatory Framework.
  • Lead and facilitate compliance, HSE and sustainability internal/ external audits/surveys.
  • Develop and maintain effective Process Safety Program, including risk assessment, change management, pre-start up reviews, chemical handling, manufacturing permitting.
  • Lead incident and accident investigation, follow up on effectiveness of implemented actions.
  • Monitors injury, illness, and incident related performance within Manufacturing Site.
  • Develop and oversees HSE plans, practices, and procedures for the Manufacturing Site.
  • Communicates all findings, concerns, and deficiencies to the responsible managers to effect timely and necessary corrections.
  • Promote safety culture among employees by training, conducting safety meetings, giving timely feedback, on safety suggestions and visibly supporting the safety program(s).
  • Co-ordinate HSE matters with Management, Owners, Contractors, and local government authorities.
  • Lead Occupational Health and Industrial Hygiene Programs.
  •  Act as SMO during pandemic.
  • Appointed as hazardous substance (HS) licensing holder. Develop procedures, programs to maintain compliance.
  • Review new processes and lead risk assessments relevant to the new process.
  • Manage emergency plans, training of work force to avoid and/or minimize potential impact from accidents and unplanned events.
  • Implement and manage Site security programs and procedures based on Company's corporate requirements.
  • Implement& maintain ISO 45001, ISO14001 Management Systems.
  • Any other tasks and responsibility as assigned


Requirements:

  • At least 8-10 years of experience in Chemical Manufacturing facilities within Singapore with some construction safety exposure.
  • Registered WSHO (MOM) and FSM Certified.
  • Good knowledge in chemical properties & chemical analysis characteristics, safe working practices & local/global codes & standards.
  • Demonstrated knowledge of Singapore’s constructions health and safety, and environmental regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is preferred.
  • Excellent written and verbal communication skills. Strong organizational and analytical skills.
  • Basic understanding of Legal framework for local HSE laws and regulations.
  • Experience as a safety auditor
