Job Description
The Enterprise Workforce Transformation Programme (EWTP) is supported by Workforce Singapore (WSG) and administered by the Singapore Business Federation (SBF) as an appointed Programme Partner.
The Grant Administration Senior Executive (Claims & Disbursement) supports the back‑end administration of EWTP grants, covering claims processing, documentation checks and disbursement support. The role is responsible for executing claims‑stage processes accurately and in a timely manner, in accordance with approved applications, acceptance conditions, programme funding rules and internal controls.
This role contributes to sound grant governance and audit readiness by ensuring that claims documentation is complete, verifiable and properly recorded, while providing clear and consistent guidance to companies and internal stakeholders on claims requirements.
Job Responsibilities:
Claims Processing & Validation Support
- Support the end‑to‑end processing of grant claims, including initial checks on deliverables, milestones and supporting documentation prior to submission for Manager review.
- Verify that claims submissions are complete, accurate and consistent with approved applications and acceptance conditions.
- Flag discrepancies, missing information and exception cases for follow‑up with companies and escalation to the Manager where required.
- Ensure claims are processed within stipulated service standards and internal timelines.
Governance, Compliance & Documentation
- Maintain accurate claims records, audit trails and system documentation in accordance with internal control and record‑keeping requirements.
- Support segregation of duties by executing claims validation tasks without involvement in approval or payment authorisation.
- Assist in preparing documentation and responses for internal audits, WSG audits and compliance reviews.
- Adhere strictly to approved processes, templates and documentation standards.
Stakeholder Advisory & Enquiries
- Serve as a point of contact for claims‑stage enquiries, providing clear, accurate and policy‑aligned guidance on claims documentation and submission requirements.
- Coordinate with companies to follow up on incomplete or inaccurate claims submissions.
- Liaise with internal teams, including engagement and finance colleagues to support smooth claims processing.
Reporting & Operational Support
- Update and maintain claims trackers, databases and dashboards with accuracy and timeliness.
- Support the preparation of regular management reports on claims volumes, processing timelines and exception trends.
- Identify recurring claims issues and provide feedback to the Manager to support continuous improvement of claims processes.
Job Requirements:
Experience & Qualifications
- Diploma or degree in Business, Finance, Accounting, Public Policy or a related discipline.
- Minimum 2 years of experience in programme administration, grant processing, finance operations or compliance‑related roles.
- Experience supporting government‑funded programmes or grant administration is an advantage.
Technical Skills
- Strong attention to detail and ability to manage large volumes of documentation and data.
- Proficiency in Microsoft Office, particularly Excel, and familiarity with case management or grant administration systems.
- Ability to apply structured review and basic data analysis to identify discrepancies and errors.
Soft Skills
- Clear written and verbal communication skills.
- Organised, disciplined and able to manage multiple cases concurrently.
- Customer‑oriented, with the ability to engage companies professionally while enforcing documentation requirements.
- A reliable team player who can work independently within defined processes and controls.
