Our client is a privately held, growth-stage climate infrastructure company delivering industrial-scale Greenfield infrastructure solutions that enable large-scale decarbonisation and clean energy transition. Having successfully progressed beyond technology validation and early demonstration assets, the company is entering its next phase of capital-intensive infrastructure construction and deployment. Working alongside governments, sovereign and government-linked entities, development finance institutions, institutional investors, and multinational industrial partners, the organisation is focused on the development, construction, commissioning, and replication of new infrastructure assets across Asia-Pacific and beyond. The company is transitioning from pilot assets to a scalable Greenfield infrastructure platform, designed to deploy repeatable infrastructure projects across multiple locations.

ABOUT THE ROLE
This is a Founder-Operator CEO mandate for a climate infrastructure platform building and scaling Greenfield infrastructure assets. The company is entering a phase of capital-intensive construction and commercial deployment. The successful candidate must have personally delivered Greenfield infrastructure projects from development through construction and commissioning and subsequently scaled those assets
beyond the first deployment. This is not a portfolio oversight or strategy-only CEO position.
The CEO must bring direct leadership experience across the infrastructure lifecycle, including:
- originating and developing infrastructure projects
- structuring institutional capital and project-level financing
- negotiating EPC and critical supply agreements
- working directly with engineering teams and contractors during construction phases
- resolving technical or execution challenges during the build phase
- driving assets through commissioning and operational start-up
- scaling infrastructure deployment across multiple sites or markets
This role requires a leader who combines institutional capital credibility with real infrastructure build
experience, able to engage sovereign investors and government stakeholders while also working closely with engineering teams, EPC contractors and project delivery partners throughout the construction and commissioning phases.
The CEO will lead the company’s transition from initial pilot assets to a scalable infrastructure platform, ensuring disciplined capital deployment and successful infrastructure build across multiple jurisdictions.
MUST-HAVE REQUIREMENTS
- Bachelor’s or Master’s degree in Engineering, Economics, Public Administration, Public Policy, or a related discipline is strongly preferred.
- Minimum 15 years of senior leadership experience delivering large, complex, capital-intensive Greenfield infrastructure projects (typically USD 10–100M+), with direct personal responsibility from development through construction and commissioning, including negotiation of key project agreements such as EPC contracts, supply arrangements, offtake agreements and regulatory approvals.
- Demonstrated experience building and scaling organisations in founder-led or growth-stage, engineering-intensive environments, successfully transitioning platforms from pilot or demonstration stage into structured, multi-market infrastructure deployment.
- Demonstrated ability to personally originate, structure and close institutional or strategic capital, including project-level financing, while securing partnerships with governments, government-linked organisations, sovereign entities or multinational industrial partners.
- Strong understanding of energy geopolitics, industrial policy and regulatory environments across Asia-Pacific, combined with the ability to align infrastructure projects with national decarbonisation, energy security and economic development priorities.
- Ability to articulate infrastructure and decarbonisation strategy across diverse stakeholders, supported by strong command of project economics, financial modelling, capital structuring and infrastructure risk allocation.
NICE-TO-HAVE REQUIREMENTS:
- Prior experience as C-suite Officer, Managing Director, Regional Head, or Country Head, or equivalent senior leadership roles within complex, capital-intensive, multi-stakeholder environments.
- Background in one or more of the following sectors:
· Energy
· Utilities
· Water
· Infrastructure
· Climate or sustainability-related industries
- Exposure to carbon markets or MRV frameworks, hydrogen or broader energy transition initiatives, environmental permitting, or public-sector procurement processes.
- Prior exposure to institutional capital environments - including sovereign wealth funds, development banks, export credit agencies, or cross-border infrastructure investment platforms.
- Experience in investment, M&A, corporate strategy, enterprise risk management or management consulting may be beneficial where it complements direct leadership of Greenfield infrastructure construction, commissioning and scaling. Such backgrounds on their own will not meet the requirements of this role.
This role is well suited for leaders who:
- have delivered Greenfield infrastructure projects through construction and commissioning
- have hands-on experience scaling infrastructure beyond the first deployment into multiple assets or locations
- operate comfortably from construction site to sovereign boardroom environments
- have experience scaling early-stage organisations or infrastructure platforms from Seed or initial development stage into structured growth
- take direct personal responsibility for infrastructure execution outcomes
This role is unlikely to suit leaders whose experience is primarily in:
- infrastructure investment, infrastructure advisory, consulting or portfolio management without direct infrastructure build responsibility
- corporate strategy or sustainability leadership positions
- optimisation or software platforms for existing infrastructure assets
- brownfield projects, operational improvement of existing facilities
