Job Description
1. Biocontainment Engineering Oversight
Oversee engineering systems for ABSL3 and BSL-2 laboratories, including:
HVAC systems (from chiller performance to pressure cascades within containment facilities)
Effluent Decontamination System (EDS)
Autoclaves, digesters, and pass-through systems
Laboratory gas and water systems
Ensure engineering compliance with relevant regulations and standards, including:
Singapore MOH BATA
SS 636
Workplace Safety and Health (WSH)
Building and Construction Authority (BCA)
Singapore Civil Defence Force (SCDF)
Collaborate closely with the Biosafety Manager to ensure engineering controls meet biocontainment and safety requirements.
2. Maintenance and System Performance
Manage and supervise planned preventive maintenance (PPM), corrective maintenance, and performance testing for all M&E systems.
Ensure integrity and continuity of critical systems, including:
Emergency power supply
Chillers
Fire suppression systems
Building Automation Systems (BAS/BMS)
Lead and support annual system validations, including:
HEPA integrity testing
Airflow performance testing
BMS recalibration
EDS validation
Support engineering stress tests during annual ABSL3 facility certification by MOH and appointed certifiers.
3. Facility Readiness and Troubleshooting
Act as first responder for engineering issues impacting biocontainment systems or building infrastructure.
Coordinate responses to system breakdowns or alarms and liaise with vendors, contractors, and internal stakeholders.
Maintain 24/7 operational readiness of containment infrastructure.
4. Project Management and Commissioning
Support facility expansion, retrofitting, and upgrading projects, including:
Providing design input for biocontainment and M&E systems
Equipment installation, testing, and commissioning
Engineering review of drawings and compliance documentation
Participate in project handovers, FAT/SAT, and contractor evaluations.
5. Documentation and Compliance
Ensure accurate and up-to-date records of:
Maintenance logs
System performance data
Engineering drawings
Compliance certificates
Support documentation for regulatory inspections (e.g. MOH audits) and internal biosafety or facilities audits.
Track utilities usage, asset lifecycle, and energy performance indicators.
Qualifications & Experience Requirements
1. Education & Experience
Degree or Diploma in Mechanical, Electrical, Building Services Engineering, or equivalent.
Minimum 5 years of relevant experience in M&E operations.
Prior experience in hospital, research, pharmaceutical, or biocontainment facilities is highly desirable.
Experience operating or managing BSL-2, BSL-3, or ABSL3 facilities is a strong advantage.
2. Certifications (Preferred)
Licensed Electrical Worker (LEW) and/or Fire Safety Manager (FSM)
Engineering for Biosafety or related professional courses/training
3. Key Skills & Attributes
Strong understanding of HVAC systems in containment environments.
Familiarity with Building Management Systems (BMS), PLC/SCADA interfaces, and laboratory-specific M&E controls.
Strong analytical, troubleshooting, and documentation skills.
Ability to work under pressure and respond effectively to system emergencies.
Team-oriented with clear communication and strong cross-disciplinary coordination skills.
